AROUND TOWN
The city balanced its budget without raiding savings. Council adopted a 5.1128 millage rate 5 to 0 on September 11. Finance director Jeff Cooper said it's the first year in 31 that the city didn't pull from prior year fund balance to close the gap. It also adds 48 firefighter positions, most paid by grants. Lake Nona handled the Bulldogs 43 to 8. That drops St. Cloud to 3 and 2 on the year, and Gateway is next. Recap.
The Split Oak toll road keeps moving. CFX is into phase two design on State Road 534, a 14 mile toll road from 417 down to Nova Road that clips about 160 acres of Split Oak Forest. The case for it is Narcoossee Road at 5pm. The case against it is that new roads out here arrive with new rooftops. More here.

Col. John McElroy named the north and south streets downtown after Union states. New York, Pennsylvania, Massachusetts. The town opened April 16, 1909 for Civil War veterans who bought five acre lots for $50 sight unseen. As St. Cloud grew east and west, the newer streets picked up Confederate names. Virginia, Alabama, Mississippi.
